A list price would be wrong for most installations. So you get a figure for your setup instead of one you would have to correct later.
Quotes are net, plus statutory VAT.
Paid modules can change both the price and what the device collects. What a module costs and what it collects is stated with that module.

How many devices
One terminal at the main entrance or twelve across several sites. The count sets the device price.
Whether you need the console
For a single device it stays free. Managing several devices centrally is billed per device, never per employee.
End customer or partner
Odoo partners pass the device on to their own customers and buy on their own terms.
